Rochester Man Sent to Prison for Drug Cases Involving 9.5 Pounds of Meth

Rochester, MN (KROC-AM News)- A Rochester man charged in three separate cases that involved a combined total of more than 9.5 pounds of methamphetamine has been sent to prison. 

Rochester Man Receives 73-Month Prison Sentence for Convictions in Drug Cases

56-year-old Chandler Neal Mullins entered into a plea agreement to settle the cases in May.

He admitted to one count each of first-degree drug sales and possession in exchange for the dismissal of first- and second-degree drug sales charges and a count of third-degree drug possession, according to Olmsted County Court records.

On Monday he was sentenced to 73 months in prison. 

7.5 Pound Meth Bust

The conviction that led to the 73-month prison term stems from Rochester police seizing seven pounds of meth while executing a “knock-and-announce” search warrant at an apartment in the 1500 block of 3rd Avenue Northeast.

The bust, which happened last October, was connected to an investigation into drug dealing in the Rochester area, according to the criminal complaint. 

Meth Sales to Police Informant

Mullins also received a 65-month prison sentence for the first-degree drug sales conviction. 

The criminal complaint in that case alleges he sold a Rochester police informant nearly 2.5 pounds of methamphetamine over the course of controlled buys that were conducted over a period of several months in the Summer of 2025. 

Court records indicate Mullins will serve the prison sentences concurrently. 

Dismissed Drug Case

The third case Mullins was charged in involved him allegedly selling 7.1 grams of methamphetamine to a person in front of the Mayo Civic Center this past March.

Rochester police witnessed the transaction and subsequently made contact with the buyer and with Mullins, the criminal complaint alleges.

The court document states Mullins, who was out on bail at the time for the other drug cases, was busted with 10.1 grams of methamphetamine after the alleged sale. 

The charges against him in that case were dismissed through the plea deal.
