According to BallotPedia, there are 331 school districts in Minnesota. I have the top 10 from Niche's list for you. I removed the districts with only one school.
Rosemount-Apple Valley-Eagan Independent School District No. 196 has 29,245 students with a student-teacher ratio of 17 to 1.
Sartell-St. Stephen School District has 4,118 students with a student-teacher ratio of 18 to 1.
Hopkins Public Schools is a highly rated, public school district located in HOPKINS, MN. It has 6,942 students in grades PK, K-12 with a student-teacher ratio of 15 to 1.
Edina public school district is home to 13 schools and nearly 8,500 students.
