Rochester police responded to the incident on the afternoon of November 17 last year. The criminal complaint was filed in Olmsted County Court on Wednesday.
The charges say the victim, described as an adult male, told police he was driving on Hwy. 63 in Rochester when a vehicle cut him off and started to “brake check” him.

He said he then saw the driver raise her right hand in the area between the driver’s seat and passenger seat while holding an apparent black handgun, according to the complaint.
Both vehicles continued to drive on Hwy. 63 and the victim said he increased his following distance and called 911.
Rochester police then stopped the vehicle and identified the driver as 40-year-old Ebony Shantea Foster of Marion, IA, the court document says.
Foster got out of the vehicle and told law enforcement there were two firearms inside.
Police searched the vehicle and found a cased handgun and a second loaded pistol on the floor in the back seat area of the vehicle. The charges say the second gun was within reach of the driver.
Foster also had a loaded magazine in her purse. She does not have a valid permit to carry a firearm in Minnesota, the complaint says.
Foster has been charged with one count of felony terroristic threats and a gross misdemeanor charge of carrying a pistol without a permit. She is scheduled to make her first court appearance next month.
