Rochester, MN (KROC-AM News)- The Rochester City Council has voted to advance a more than $7.4 million street reconstruction project.

Crews are scheduled to start reconstructing East Center St. from the Zumbro River through 11th Ave. NE in the Spring. 

The project's plans call for reconstructing the roadway to include space for parking, bike lanes and sidewalk improvements to bring the corridor inline with Americans with Disability Act requirements, according to the project website

Crews will also replace infrastructure below the street that has been in place since the early 1900’s and the addition of storm sewer and stormwater management facilities. 

The project also calls for the installation of a roundabout at the intersection of East Center St. and 11th Ave.

Rochester City Council Approves Nearly $750K Assessment for East Center St. Reconstruction

On a 5-1-1 vote, the city council shored up one of the project’s funding mechanisms, which is a combined $574,841.79 levy assessed to property owners along the workzone. The assessment is scheduled to be collected over a 10-year period. 

Property owners will see the assessment on their property taxes in 2027 if the project is completed this year, according to the agenda item. 

Councilmember Shaun Palmer was the lone nay vote. Councilmember Andy Friederichs was absent.

Other funding sources for the project are nearly $4.5 million in municipal state aid, more than $2.3 million in water and sewer utility funds and $13,000 in reserve funds.
