A Minnesota police department is using its patented humor to try and solve a crime that stinks, literally. The Wyoming Police Department is looking for the culprit or culprits who are leaving carp at a boat landing and along a road, which is illegal, in case you were curious, as it would be seen as littering and or wasting a fish.
